{"id":1986,"date":"2012-02-29T15:14:46","date_gmt":"2012-03-01T00:14:46","guid":{"rendered":"http:\/\/bertstedman.com\/new\/?p=1986"},"modified":"2012-03-12T23:30:12","modified_gmt":"2012-03-13T07:30:12","slug":"alaskas-capital-budget","status":"publish","type":"post","link":"http:\/\/bertstedman.com\/new\/?p=1986","title":{"rendered":"Alaska&#8217;s Capital Budget"},"content":{"rendered":"<p>This week the Senate Finance Committee is reviewing the <a href=\"http:\/\/www.legis.state.ak.us\/basis\/get_bill.asp?session=27&amp;bill=SB160\" target=\"_blank\">Governor\u2019s FY2013 Capital Budget<\/a>.\u00a0 In my role as Co-Chair of the Finance Committee, I am responsible for presiding over the Senate\u2019s examination and revision of the budget.<\/p>\n<p>The Capital Budget appropriates money for one-time expenditures such as road, school, and port construction; and public works infrastructure.\u00a0 It is one of the most important policy documents the Legislature considers, and along with the Operating Budget, is the only bill the Legislature is required to pass during session.\u00a0 Capital spending stimulates private sector employment and has a tremendous impact on Alaska\u2019s local economies.<\/p>\n<p>This year\u2019s budget will be developed\u00a0in a thorough, public-driven process.\u00a0 So far the Senate Finance Committee has held ten hearings on the capital budget, including a comprehensive vetting of individual departments&#8217; funding requests.\u00a0 The Governor\u2019s budget proposes spending over $2.2 billion.\u00a0 This is a substantial funding agenda, but there are several outstanding needs that the Senate will address.<\/p>\n<p>Since 2008, the Senate has chosen to save first, then spend, adding over $7 billion to state savings before capital expenditures.\u00a0 I have been a proponent of increasing state savings while ensuring Alaska\u2019s needs are addressed.\u00a0 Responsible capital project spending can help grow the economy and provide jobs for Alaskans.\u00a0 The Senate will continue to focus on savings, infrastructure building, and a direct assault on our energy costs.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This week the Senate Finance Committee is reviewing the Governor\u2019s FY2013 Capital Budget.\u00a0 In my role as Co-Chair of the Finance Committee, I am responsible for presiding over the Senate\u2019s examination and revision of the budget.
